Rosneft, Bashneft and ex-minister's arrest Arrest of the former Russian Minister of Economic Development, Alexei Ulyukayev, will not wield any impact on the acquition of the oil company Bashneft by the Russian oil industry major, Rosneft, Putin reassured: "This saddening event (the minister's arrest) can't affect the acquisition of Bashneft stake by Rosneft in any away." "More than that, we hope the transaction will produce a considerable synergic effect," he added. "Because when we expressed doubts over the rationality of a purchase of Bashneft by Rosneft we said government had a controlling stake in the latter company, but still Rosneft is not a state corporation because a considerable package in it belongs to a foreign investor, BP." As for the privatization of Rosneft as such, it will be the privatization of state property. "In this sense, we don’t renounce any of our initial plans as regards privatization and the government as well as Rosneft executives will work on implementing the second stage of the plan, that it, the sale of the company," Putin said. Natural Sound Bill Clinton has arrived in Moscow for what will possibly be the most awkward summit of his presidency. Despite Russia's leadership in crisis and its economy spinning toward collapse, the U-S President is pressing ahead with the visit. Clinton was met at the airport on Tuesday by acting Prime Minister Viktor Chernomyrdin and attended a wreath-laying ceremony with Yeltsin. President Clinton touched down in Moscow on Tuesday morning as dawn was breaking. He was greeted by acting Prime Minister Viktor Chernomyrdin. Clinton finds a Russia in the midst of political and economic turmoil. The Communist-led opposition is refusing to confirm Yeltsin's candidate for the premiership, Viktor Chernomyrdin, blocking formation of a government to try to pull the country out of its tailspin. And that's making it difficult for Yeltsin to tackle one of the worst economic downturns his country has seen. Russia has been without a government since August 23, when Yeltsin fired Prime Minister Sergei Kiriyenko in the midst of the crisis that has crippled the rouble and threatened to bring down the country's banking and financial systems. It's the first full-scale Clinton-Yeltsin summit since March of last year. Since then, they've met sporadically. While Yeltsin has his hands full, so does Clinton, who is trying to regain his political footing in the midst of the Monica Lewinsky investigation. And, despite a number of conflicts between American and Russian policy, the two presidents have been on first name terms since their first summit in Vancouver, British Colombia, in April 1993. But now Western support for Boris is waning. This week the Clinton delegation will be holding talks with the opposition, indicating they are looking forward to a future without Yeltsin. Clinton had signalled he wanted the summit to focus on nonproliferation, Iraqi compliance with United Nations weapons inspectors and Serb aggression against secessionists in Kosovo. Our Moon Connyoung is traveling with the presidential press corps... she is live on the phone for us from Vladivostok. Connyoung, the South Korean leader is there to attend a regional forum but it looks like his sideline meetings are stealing the thunder. It sure looks like it, Daeun. South Korean President Moon Jae-in is here in Russia's Far East to attend the Eastern Economic Forum hosted by Russian President Vladmir Putin but, first on President Moon's itinerary here in Vladivostok was a one-on-one with his Russian counterpart. The bilateral summit between the two leaders is underway, as we speak. In fact, the summit itself kicked off about half an hour behind schedule because Mr. Putin wasn't able to make it to the venue on time. This face-to-face between the two leaders, the second of its kind after their encounter at the G20 summit in Hamburg in July, should be wrapping up very shortly as it was initially scheduled to last for about an hour. That will be followed by luncheon hosted by the Russian host and an extended summit with about a dozen top government officials from each side... with the whole event to last about three hours before a joint news conference by Presidents Moon and Putin later in the day. Connyoung, do we know what's been discussed so far at the summit table? The summit took off on a friendly note - the two heads of state exchanged warm greetings. But, soon to take center stage was of course discussion over North Korea's latest provocation and how to best deal with the rogue state. President Moon initiated the talks by raising the issue of North Korea and the grave threat its latest nuclear test poses to the rest of the world. The South Korean leader told his Russian counterpart that the situation on the Korean peninsula was complicated because of provocations by North Korea... and that situation could become uncontrollable if the leadership in Pyongyang did not halt its provocative actions. That's just about all we have for now... the details haven't yet been made available to the media here but President Moon was largely expected to seek President Putin's support for his pressure-with-dialogue approach towards North Korea. More specifically, ways to bring about measures that fundamentally cut off North Korea’s foreign currency income and crude oil supply. A key observation point from the Moon, Putin summit today - in fact, the South Korean president's visit to Russia altogether this time around - will be how much of a support, endorsement, but most of all cooperation from the Russia... how big of a role Russia can and will play in reining in North Korea. Initially, I translated only a small portion of this segment as I felt the key message must be made obvious. However, I have been pleasantly surprised with many people around the world reaching out to translate this into other languages, as well as to see the full address. This candid conversation took place with representatives of various media outlets during the St Petersburg International Economic Forum, in June 2016. Putin urged journalists to report genuinely on the impending danger that is a nuclear arms race. Nobody has anything to gain from a nuclear stand-off against Russia. The power hungry decision-makers are few in number, but powerful enough to have subverted mainstream media to misrepresent Russia as the main threat to international security. Time is of the essence , especially in light of the recent NATO summit in Warsaw (July 2016) where the alliance stipulated that Russia is the main threat to international security (did you think that might be ISIS?) This was said in response to the US missile defense system that was starting to be developed at the time (previously prohibited in international law.) With the NATO missile defense system on Russia’s doorstep – the threat to international security is very real; not that you would know it via mainstream Murdoch media. In 2002, the United States unilaterally and without consultation, withdrew from the landmark Anti-Ballistic Missile (ABM) Treaty. President George W. Bush noted that the treaty is “now behind us,” describing the ABM Treaty as a Cold War relic. Signed in 1972, the ABM Treaty barred both the US and the USSR from deploying national defenses against long-range ballistic missiles. The treaty was based on the premise that if either superpower constructed a strategic defense, the other would build up its offensive nuclear forces to offset the defense. The superpowers would therefore quickly be put on a path toward a never-ending offensive-defensive arms race, as each tried to balance its counterpart’s actions. Until Bush took office, the Treaty was referred to as a “cornerstone of strategic stability” because it facilitated later agreements, reducing U.S. and Russian strategic nuclear arsenals. The US, assuming that a weakened Russia will never again be in a position to counter US hegemonic power, proceeded to encroach on Russia’s borders through its manipulation of NATO objectives. Today, there is no instrument in international law that prevents the possibility of mutually assured destruction. Putin has been sending out warnings for over 10 years – all of which fell on deaf ears. Russian President Vladimir Putin's meeting with ASEAN (Association of Southeast Asian Nations) leaders on Tuesday in Kuala Lumpur was the first time a Russian head of state had been invited to join the Southeast Asian leaders during their annual summit. Putin signed a series of economic agreements and a joint declaration on progressive and comprehensive partnership. In a separate agreement with summit host Malaysia, Russia agreed to cut tariffs on 438 Malaysian products, including wood, palm oil, tea and a range of chemicals. During the statement read after the meeting and signing, ASEAN leaders said Russia would play a major role in the field of energy security in the region. They said Russia is a player who could help promote peace, security and stability in the region. Moscow was part of the six-party talks in Beijing aimed at eliminating North Korea's nuclear weapons programme. Russia will pay half-a-million U.S. dollars to meet administrative requirements in forming a formal relationship with the group. Putin has promised to accept an astronaut candidate from Malaysia as a future visitor to the International Space Station. Philippine President Gloria Macapagal Arroyo said she expected Russia to be able to join the East Asia Summit when it takes place in her country next year. The Philippine leader preferred to talk about efforts to mend friendship between Japan and China.
