And that's making it difficult for Yeltsin to tackle one of the worst economic downturns his country has seen. Russia has been without a government since August 23, when Yeltsin fired Prime Minister Sergei Kiriyenko in the midst of the crisis that has crippled the rouble and threatened to bring down the country's banking and financial systems. It's the first full-scale Clinton-Yeltsin summit since March of last year. Since then, they've met sporadically. While Yeltsin has his hands full, so does Clinton, who is trying to regain his political footing in the midst of the Monica Lewinsky investigation. And, despite a number of conflicts between American and Russian policy, the two presidents have been on first name terms since their first summit in Vancouver, British Colombia, in April 1993. But now Western support for Boris is waning. This week the Clinton delegation will be holding talks with the opposition, indicating they are looking forward to a future without Yeltsin. Clinton had signalled he wanted the summit to focus on nonproliferation, Iraqi compliance with United Nations weapons inspectors and Serb aggression against secessionists in Kosovo. Kicking off his two-day trip to Vladivostok, Russia, South Korean President Moon Jae-in met with his Russian counterpart, President Vladimir Putin, who personally invited President Moon as a guest of honor. The two will discuss ways to increase bilateral cooperation, including developing Russia's Far East, as well as resolving the North Korean nuclear issue and establishing peace on the Korean Peninsula. Later in the afternoon, Presidents Moon and Putin will also hold a joint press conference and sign key agreements and MOUs. On Thursday, President Moon will have a lunch meeting with Korean nationals living in the region as well as Russians of Korean descent. He will then deliver a keynote speech at the Eastern Economic Forum, a gathering focused on the development of Russia's Far East. It is at this event, where he will introduce his (quote) "New Northern Policy," which seeks to reinforce economic cooperation with Russia and other nations in Eurasia. During his trip, President Moon is also expected to hold separate summits with Mongolian President Khaltmaagiin Battulga and Japanese Prime Minister Shinzo Abe. Although the trip is only two days long, President Moon's visit provides an opportunity for Seoul , not only to enhance its cooperative partnership with Moscow on economic matters, but also to communicate with foreign leaders, especially on regional security amid the rising tensions linked to North Korea's latest provocations. Our Moon Connyoung is traveling with the presidential press corps... she is live on the phone for us from Vladivostok. Connyoung, the South Korean leader is there to attend a regional forum but it looks like his sideline meetings are stealing the thunder. It sure looks like it, Daeun. South Korean President Moon Jae-in is here in Russia's Far East to attend the Eastern Economic Forum hosted by Russian President Vladmir Putin but, first on President Moon's itinerary here in Vladivostok was a one-on-one with his Russian counterpart. The bilateral summit between the two leaders is underway, as we speak. In fact, the summit itself kicked off about half an hour behind schedule because Mr. Putin wasn't able to make it to the venue on time. This face-to-face between the two leaders, the second of its kind after their encounter at the G20 summit in Hamburg in July, should be wrapping up very shortly as it was initially scheduled to last for about an hour. That will be followed by luncheon hosted by the Russian host and an extended summit with about a dozen top government officials from each side... with the whole event to last about three hours before a joint news conference by Presidents Moon and Putin later in the day. Connyoung, do we know what's been discussed so far at the summit table? The summit took off on a friendly note - the two heads of state exchanged warm greetings. But, soon to take center stage was of course discussion over North Korea's latest provocation and how to best deal with the rogue state. President Moon initiated the talks by raising the issue of North Korea and the grave threat its latest nuclear test poses to the rest of the world. The South Korean leader told his Russian counterpart that the situation on the Korean peninsula was complicated because of provocations by North Korea... and that situation could become uncontrollable if the leadership in Pyongyang did not halt its provocative actions. That's just about all we have for now... the details haven't yet been made available to the media here but President Moon was largely expected to seek President Putin's support for his pressure-with-dialogue approach towards North Korea. More specifically, ways to bring about measures that fundamentally cut off North Korea’s foreign currency income and crude oil supply. A key observation point from the Moon, Putin summit today - in fact, the South Korean president's visit to Russia altogether this time around - will be how much of a support, endorsement, but most of all cooperation from the Russia... how big of a role Russia can and will play in reining in North Korea. But, he added: ‘We must stop intimidating North Korea and find a peaceful solution to this problem.’ Speaking at a Chinese economic summit, Put also denied that the test had posed any threat to Russia, despite the weapon landing 60 miles off his nation’s east coast. The Russian premier said peaceful talks must be held to resolve escalating tensions on the Korean Peninsula. Putin joins China and new South Korean president Moon Jae-in in calling for talks with the North. If discussions could be arranged, it would mark the first significant development in diplomacy with North Korea since the nation pulled out of six-party talks in 2009. President Trump said earlier this month that he would be willing to participate in talks ‘under the right circumstances’, though his administration said that possibility was slim after the missile launch. Nikki Haley, the US ambassador to the United Nations, told ABC’sThis Week’ that ‘having a missile test is not the way to sit down with the president, because he’s absolutely not going to do it.’ Experts believe the North’s new missile is the longest-range weapon ever successfully tested by the isolated nation. After being fired from a launch pad in the Kusong region early on Sunday, the projectile travelled around 500 miles before dropping into the Sea of Japan. Analysts say the missile was fired at an upward trajectory to artificially limit its range during the test. Fired in a straighter line, they estimate it would have a range of at least 2,500 miles. While that is significantly longer than the rage of its other missiles, it still falls around 3,000 miles short of the US mainland. Kim Jong-un personally oversaw the missile launch on Sunday, and was pictured celebrating with his officials afterward. The ruler also pledged further missile tests and nuclear detonations, despite repeated warnings by President Trump.
