This was said in response to the US missile defense system that was starting to be developed at the time (previously prohibited in international law.) With the NATO missile defense system on Russia’s doorstep – the threat to international security is very real; not that you would know it via mainstream Murdoch media. In 2002, the United States unilaterally and without consultation, withdrew from the landmark Anti-Ballistic Missile (ABM) Treaty. President George W. Bush noted that the treaty is “now behind us,” describing the ABM Treaty as a Cold War relic. Signed in 1972, the ABM Treaty barred both the US and the USSR from deploying national defenses against long-range ballistic missiles. The treaty was based on the premise that if either superpower constructed a strategic defense, the other would build up its offensive nuclear forces to offset the defense. The superpowers would therefore quickly be put on a path toward a never-ending offensive-defensive arms race, as each tried to balance its counterpart’s actions. Until Bush took office, the Treaty was referred to as a “cornerstone of strategic stability” because it facilitated later agreements, reducing U.S. and Russian strategic nuclear arsenals. The US, assuming that a weakened Russia will never again be in a position to counter US hegemonic power, proceeded to encroach on Russia’s borders through its manipulation of NATO objectives. Today, there is no instrument in international law that prevents the possibility of mutually assured destruction. Putin has been sending out warnings for over 10 years – all of which fell on deaf ears. Despite Russia's leadership in crisis and its economy spinning toward collapse, the U-S President is pressing ahead with the visit. Clinton was met at the airport on Tuesday by acting Prime Minister Viktor Chernomyrdin and attended a wreath-laying ceremony with Yeltsin. President Clinton touched down in Moscow on Tuesday morning as dawn was breaking. He was greeted by acting Prime Minister Viktor Chernomyrdin. Clinton finds a Russia in the midst of political and economic turmoil. The Communist-led opposition is refusing to confirm Yeltsin's candidate for the premiership, Viktor Chernomyrdin, blocking formation of a government to try to pull the country out of its tailspin. And that's making it difficult for Yeltsin to tackle one of the worst economic downturns his country has seen. Russia has been without a government since August 23, when Yeltsin fired Prime Minister Sergei Kiriyenko in the midst of the crisis that has crippled the rouble and threatened to bring down the country's banking and financial systems. It's the first full-scale Clinton-Yeltsin summit since March of last year. Since then, they've met sporadically. While Yeltsin has his hands full, so does Clinton, who is trying to regain his political footing in the midst of the Monica Lewinsky investigation. And, despite a number of conflicts between American and Russian policy, the two presidents have been on first name terms since their first summit in Vancouver, British Colombia, in April 1993. But now Western support for Boris is waning. This week the Clinton delegation will be holding talks with the opposition, indicating they are looking forward to a future without Yeltsin. Clinton had signalled he wanted the summit to focus on nonproliferation, Iraqi compliance with United Nations weapons inspectors and Serb aggression against secessionists in Kosovo. Clinton's Russia trip has allowed him a temporary retreat from his own political problems awaiting him at home over his admitted affair with a former White House intern. The two-day summit is expected to yield few new initiatives as both leaders struggle to contain domestic crises that threaten to undermine their presidencies. The Russian Kremlin sits majestically in the heart of Moscow, but within its walls, a political fire storm rages. As President Boris Yeltsin was struggling to hold onto power amid financial and political chaos, he continued his official duties with day two of his summit with U-S President Bill Clinton. Clinton's motorcade arrived, bringing the two beleaguered presidents together for a second day of meetings. On Monday, talks between the two leaders produced agreements on reductions in nuclear weapons fuel and missile launch warnings. But overall, the two-day summit is expected to launch few new initiatives within the shadow of each leader's domestic crises. As the two world leaders shook hands, Yeltsin and Clinton were perhaps reaching out a helping hand in each other's simultaneous times of need. Clinton is trying to highlight international issues with his visit, but at home, both Republicans and his own party are still reeling from his confession to an affair with former White House intern Monica Lewinsky. His foreign trips here to Moscow and then to Northern Ireland cannot hide the fact that the scandal awaits the president upon his return. Meanwhile, Yeltsin cannot escape the domestic turmoil threatening his presidency as Russia's financial crisis continues. With the Russian Duma having rejected his choice for new prime minister, Viktor Chernomyrdin, his government's stability remains in question. After their initial greetings, Clinton and Yeltsin then sat down for what was expected to be two hours of further talks. Afterwards they're meant to be signing agreements to reduce plutonium stockpiles and on sharing information on missile launch tests. The previous day, Clinton reassured Yeltsin and the Russian people that the U-S supported them during their economic crisis, although stopping short of promising any monetary help. The International Monetary Fund (I-M-F) also said on Tuesday that Russia needed to do more in economic reforms before it would receive its next bailout payment. Yeltsin, meanwhile, is working hard to convince the Clinton administration that he will persevere with market reforms, despite growing pressure from the Communist-dominated parliament. He is eager to reassure the Americans that his government remains intact, despite growing calls for his resignation within Russia. Clinton smiled broadly as the two sat down for talks, but his outward appearance could hardly hide his own political fears. Our Moon Connyoung is traveling with the presidential press corps... she is live on the phone for us from Vladivostok. Connyoung, the South Korean leader is there to attend a regional forum but it looks like his sideline meetings are stealing the thunder. It sure looks like it, Daeun. South Korean President Moon Jae-in is here in Russia's Far East to attend the Eastern Economic Forum hosted by Russian President Vladmir Putin but, first on President Moon's itinerary here in Vladivostok was a one-on-one with his Russian counterpart. The bilateral summit between the two leaders is underway, as we speak. In fact, the summit itself kicked off about half an hour behind schedule because Mr. Putin wasn't able to make it to the venue on time. This face-to-face between the two leaders, the second of its kind after their encounter at the G20 summit in Hamburg in July, should be wrapping up very shortly as it was initially scheduled to last for about an hour. That will be followed by luncheon hosted by the Russian host and an extended summit with about a dozen top government officials from each side... with the whole event to last about three hours before a joint news conference by Presidents Moon and Putin later in the day. Connyoung, do we know what's been discussed so far at the summit table? The summit took off on a friendly note - the two heads of state exchanged warm greetings. But, soon to take center stage was of course discussion over North Korea's latest provocation and how to best deal with the rogue state. President Moon initiated the talks by raising the issue of North Korea and the grave threat its latest nuclear test poses to the rest of the world. The South Korean leader told his Russian counterpart that the situation on the Korean peninsula was complicated because of provocations by North Korea... and that situation could become uncontrollable if the leadership in Pyongyang did not halt its provocative actions. That's just about all we have for now... the details haven't yet been made available to the media here but President Moon was largely expected to seek President Putin's support for his pressure-with-dialogue approach towards North Korea. More specifically, ways to bring about measures that fundamentally cut off North Korea’s foreign currency income and crude oil supply. A key observation point from the Moon, Putin summit today - in fact, the South Korean president's visit to Russia altogether this time around - will be how much of a support, endorsement, but most of all cooperation from the Russia... how big of a role Russia can and will play in reining in North Korea. It is at this event, where he will introduce his (quote) "New Northern Policy," which seeks to reinforce economic cooperation with Russia and other nations in Eurasia. During his trip, President Moon is also expected to hold separate summits with Mongolian President Khaltmaagiin Battulga and Japanese Prime Minister Shinzo Abe. Although the trip is only two days long, President Moon's visit provides an opportunity for Seoul , not only to enhance its cooperative partnership with Moscow on economic matters, but also to communicate with foreign leaders, especially on regional security amid the rising tensions linked to North Korea's latest provocations.
